[WYC Announce] Return to Open Sailing

[WYC Commodore]

Hello sailors,

I wanted to happily announce a return to open sailing effective
immediately, a system in which if you have a rating you can checkout a boat
without supervision and practice on your own time, all within your rating
privileges of wind speed and weather. Please familiarize yourself with the
club rules with regard to open sailing in the WYC Policies
<https://drive.google.com/file/d/1UJSq2rIYHEnsx664MtPQRrOBfZJgbGWL/view?usp=sharing>.
A summary of the most important rules are attached below in the "WYC Open
Sailing Quick Guide" for convenience.

Proper boat checkout procedures are critical, make sure to follow the steps
in the WYC Policies and use the online checkout form:
http://checkout.washingtonyachtclub.org/. Details for accessing the sail
locker will be provided to you if you message an officer.

Also attached are the 2023-02-06 meeting minutes and the 2023 approved
budget.
