Not snow related, nor suet, but natural.  A few years ago when I lived next to a Seattle greenbelt, a Pileated Woodpecker would visit an alder snag just in back of the house and whack away for a couple hours about once every six months.  As the chips flew, a flicker or two usually came in to prospect on the ground below, apparently getting prey the Pileated missed.  I think I recall Song Sparrows in the mix, too.  There's probably a long history of birds gleaning below active woodpeckers.
