[Tweeters] Steller's Jay and Cooper's Hawk

The Steller’s Jays were surveilling it. Their following maneuver was their way of saying, “Don’t even think about it.” If the Cooper’s Hawk tried anything those jays would give the alarm and backup would appear within seconds, overwhelming the Coop.

Subject: [Tweeters] Steller's Jay and Cooper's Hawk
A Cooper's Hawk was on the telephone wire in front of my house. Two Steller's Jay were nearby on the wire. When the Hawk flew over to another nearby wire the Jay followed and sat within 2-3 feet of the Hawk. Would love to know the meaning of this interaction?
