[Tweeters] Lights By Everett Sewage Ponds

For the last few months, I have been traveling I-5 N from Bothell to N. Marysville one day a week at 4 a.m. I have noticed that there are no lights along I-5 from Marine View Drive to the first Marysville exit and I wondering if this has to do with birds in the area of the sewage ponds and surrounding wetlands. It’s a mere curiosity, but one I can’t let go of! Anyone know?
