[Tweeters] Barred Owl vs Spotted Owl

I think there is pretty good evidence that removing the Barreds will preserve the Spotteds.  But, unless we restore and protect sufficient linked habitat for the Spotteds to live on their own we will be continually required to do lethal removal. This isn't a one-off action.
