The location you describe sounds like Constellation Park. It's one of my favorite birding destinations. Harlequin Ducks are reliably seen, and Brant, in season, too. I also like the stellar constellations embedded in the sidewalk. They call it the "Avenue of the Stars". Its geography make it great for star-gazing.
