[Tweeters] Snow Geese in Skagit

I have missed seeing Snow Geese on my trips to Skagit this winter, 
except as fly overs. I have heard that they are spending the days out in 
the water, perhaps to avoid pressure from hunters. Have others had the 
same experience?
