You have to REQUEST a ballot for this election.
Last year year only 6 citizens voted in the election.

You'll need to do the research on the candidates.
My research suggests Kristin Haugen is the one to vote for.
The KCCD website has info on each candidate.

Here's how to vote:

The Voting Process – By Mail
Registered voters who reside within the conservation district boundary are
eligible to vote. The primary method of voting in this election is by
Mail-in, Paper Ballot that must be requested by the voter. To request and
receive that by-mail ballot, please use the link below to access the KCD
Ballot Request Form:

NOTE: If internet access to the above form is an issue, the voter can
request a mail-in ballot by calling 866-429-9481. Please use the telephone
ordering option only if the web form is not accessible.

Once the requested ballot has been received through the mail, the voter
simply marks the Ballot, places it in a provided Secrecy Envelope and seals
it in a provided Return Envelope. Identical to the procedure when returning
a King County Mail-in Ballot, the voter will finally Sign and Date the
outside of the envelope and place in the mail. Return postage will be paid
by KCD.

It has come to our attention that the directions in the VOTING PERIOD
section of the web portal incorrectly state the timeframe for accepting
All ballots must be cast at the KCD office by 5 p.m. March 29th, 2019 (for
those voting in person) or postmarked by FRIDAY MARCH 29th, 2019 (for those
voting by mail) in order to be valid. All mail in votes postmarked by March
29th, 2019 will be counted.

In order to ensure voters receive a ballot so that a completed ballot may
be timely post-marked by March 29, 2019, voters must request a ballot (via
the online portal, in writing or by phone) no later than noon, Monday March
25, 2019. Every effort will be made to process ballot requests made after
12 noon on Monday March 25th, 2019, but we cannot guarantee that these
ballots will be received in time to be postmarked before the March 29th
