Tweeters,
I spent 2 hours this morning at the Cowlitz Trout Hatchery in Lewis County searching for the Black Phoebe that was last reported on Sunday the 9th.  After fruitlessly spending an hour and 45 minutes walking around the 4 large and mostly empty holding ponds in the west half of the hatchery, I finally located the bird near the center of the hatchery facility near the westernmost concrete building.  I heard it first, then had it fly past me, giving good looks.  It then worked its way into the large holding pens where I had just come from, where it foraged and perched on fencing, posts, and the extensive netting set up over the ponds.  Despite the many signs on site saying that only authorized personnel were allowed to enter the facility, the hatchery staff that I spoke to gladly allowed me to go inside and walk the ponds.  This seems to be the experience that others have had too, but it would probably be best to first inquire with staff if possible.  The large holding ponds can also be viewed somewhat well by parking at the boat launch and then walking along the fence line bordering the south side of the large ponds.
