Further information has come to light. Anyone checking for this Gyrfalcon should target the beach around Ocean Park on the Long Beach Peninsula, Pacific County.

He has not disclosed where he saw it, but since it was near his summer beach home, I’m thinking Long Beach Peninsula or Ocean Shores north to Seabrook. Birders checking the ocean beaches should keep their eye out for this bird. Photos here: http://www.fredmiranda.com/forum/topic/1535045/0.
