Under environmental health regulations administered by counties, including the State of WA, any activity that enhances rodent populations such as rats and mice, may result in a violation. In King County it is illegal to use bird feeders if rats and mice are feeding on the seeds that drop to the ground. The County recommends the use of feeders that limit this and cleaning the area beneath the feeders daily. So, by extension, if a person is intentionally feeding crows, and not cleaning up the food that is left behind which is attracting rodents, they can be cited for a violation of environmental health regulations. A few years ago I had neighbors in Seattle that hung four feeders within 15 feet of my house on their property. As a result, I was seeing rats in the bushes between the houses, and soon after had them in the crawl space and attic, resulting in $ 12,000 in repairs and cleaning, I was never able to remove all of the rat feces from my attic. It's important to be cognizant of this sort of thing when you hang feeders, and it is neighborly to be prepared to clean beneath them on a daily basis.
