[Tweeters] Monk Parakeet Countability Question

What ebird counts and what a state review committee accepts can be two different things. We had this situation in North Carolina, where origins are unknown and there has been no documentation of successful breeding. WA colony may be s different situation, but I just want to point out that ebird posts do not make birds "countable" for purpose of official state records.
