hank, so far as i know, any raptor will scavenge under some circumstances.
the bird you saw appears to be young of the year. as such, (s)he is not
possessed of the greatest hunting skills, nor even those it will eventually
have. so it could be returning to a prior kill or scavenging on the
beach. there's no way to know which, if either, is the case. a couple
years ago i was driving on 100th near sikes lake and inadvertently scared
an adult peregrine female off a dead wood duck hen that looked to be road
kill, but i couldn't be certain what the real situation was.
