[Tweeters] Elliot Bay Western Grebe flock?

I've seen this flock at times.  I work at the end of the Seattle waterfront Pier 70, which goes way out into the water, and have giant windows overlooking the water.  I mostly see small groups of Western Grebes, but once in a while the larger flock you mention.  There is consistently off the end of Pier 70 flocks of Barrows Goldeneye , Surf Scoter , and at times the Western Grebes.  There also seemed to be an "iceberg" today, but upon closer inspection turned out to be a whitish traffic looking cone.

There’s a flock of about a hundred Western Grebe-looking birds out in Elliot Bay most days that are just far enough across towards downtown from my perch up on the West Seattle bluff that my scope can’t quite get them focused to be certain just what they are.  Has anyone noticed and identified this flock?  It’s just to the NE of the ferry run sort of out from where the PI used to be.
