Same in Kitsap: saw a pair in the wood on the south side of Blueberry Park, East Bremerton.  Happy to see them, because this is one I don't see as often as I used to.

– I’ve had flocks of bushtits at home at the suet all winter, and
we’ve had flocks of bushtits at Marymoor too.  Yesterday, though, I
had my first PAIR of bushtits at Marymoor, and just now I had my first
pair at the suet at home.  So at least in lowland King County, it
appears bushtits are pairing up and will be building nests very soon. 
Interesting that this coincided with the equinox...
