[mi-announce] new DCs and DC subnets

What: 4 new 2025 NETID domain controllers will be promoted. There are also now 2 new subnets where NETID domain controllers are expected.
When: Between 7/10/2025 and 7/18/2025
What you need to do: If you have a network firewall which relies on the NETID Active Directory domain, you may need to adjust its configuration.

New domain controllers:
Cassian.netid.washington.edu (site: Azure-WUS2)
Bix.netid.washington.edu (site: Azure-WUS2)
Luthen.netid.washington.edu (site: Azure-WCUS)
Kleya.netid.washington.edu (site: Azure-WCUS)

New DC subnets:
10.40.3.0/28
10.80.3.0/28

Prior to these pending changes, the Windows 2025 Active Directory schema was applied and two new NETID AD sites were created.

The two new AD sites are:
    Azure-WUS2: 10.40.0.0/16
    Azure-WCUS: 10.80.0.0/16
